What it means in plain English
The upstream oxygen sensor on Bank 2, the engine bank that does not contain cylinder #1, constantly reports whether the exhaust has too much unburned fuel (rich) or too much leftover oxygen (lean), and its voltage should swing back and forth as the ECM adjusts the mixture. P2197 means that signal has gotten stuck reading rich and isn't swinging back toward lean even after the ECM pulls fuel out to compensate. Like its lean-side sibling P2195, 'stuck rich' most often reflects a genuine rich condition β too much fuel or not enough air reaching Bank 2 β rather than just a bad sensor reading.

The specific components to check differ, so don't assume one diagnostic path fits both.
Should I just replace the O2 sensor first?
It's usually not the most efficient starting point. Because 'stuck rich' so often points to a real rich condition from the fuel system or MAF sensor, check those first β replacing a good sensor won't fix a leaking injector, and you'll likely need to diagnose further anyway.
What happens if I ignore P2197?
Beyond the check engine light and a failed emissions test, sustained rich running wastes fuel, can foul spark plugs, and deposits excess unburned fuel into the catalytic converter, which can shorten its life. It's worth diagnosing rather than letting it run indefinitely.
